[MRIC] RACES HF Frequencies

The bands and frequency allocations listed are from the original "FEMA/
FCC RACES Approved Emergency HF Frequencies". Could they have been
expanded, yes. Would it have made it harder to avoid possible
conflict with existing nets, yes. Thus the decision to go with the
"RACES approved" frequency ranges.
If anyone else would like to suggest alternate frequencies
(specifically) that are already verified as not interfering with any
existing net as listed in the ARRL Net Directory, please feel free to
add it to the list before tomorrows meeting.
I believe we have at least one frequency in each band available (maybe
too many), so as to have maximum availability whatever the conditions
allow.
