[MRIC] RACES HF Frequencies

The sequence with which to use the frequencies/bands was arbitrary on  
my part.

I was hoping to use the HF frequencies discussion/vote to segway into  
a discussion about using NVIS antennas for any and all HF nets in the  
state.
