I got some feedback from some of my HF Operators regarding frequencies. No
show stoppers, but some thoughts to ponder. Perhaps some of you with more HF
expertise than I, can address some of these during the discussion Saturday.
Jim Lovell was interested an establishing frequencies for an HF data
network, but I suggest we cover that when we get into our discussions of a
state-wide data network beginning this meeting. He also suggested we consider the HF
antenna orientation (NVIS or otherwise), and make sure it would work not only
with other EOC antenna configurations, but also possible field deployable
kits (such as the DHMH kits) that may have unusual antenna configurations. The
ability to tune to both voice and data portions of a band without a tuner for
field units should be considered, with a recommendation toward using 80m.
Also, Gene Messick had some comments which I will include directly below:

It seems to me that if there is to be a Statewide RACES net, it has to
be on 75 meters. No other band will have consistent coverage in the
State over a 24-hour period.
My preference is still 60 meters, but the allocations are not yet
exclusive for the Amateur service. These frequencies, being
"channelized", are ideal for net operations, and are already in use by
agencies with which RACES operation is compatible. They also provide
24-hour propogation over the Statewide area and already have several
active RACES nets established in other areas.
Otherwise, 75 meters comes closest to providing the 24-hour availability
necessary for a RACES operation, and 3950 is as good as any.
