RACES Officers:
 
I know I sent this in an email prior to the MRIC mailman email list  
(reflector) being established, but a few ROs did not receive that email, so  please 
find below a copy of our charter as unanimously approved by the  Maryland 
Emergency Management Association.
 
Also, Frank informs me that we have confirmation on the use of the AA  
facility again for our April 21 meeting from 10:30 until 15:00.

Motion by William E. Mullikin, Talbot County Emergency Management Agency,  to 
the Maryland Emergency Management Association on  1-25-07:

Motion: The Maryland Emergency Management Association  create a subcommittee 
to propose recommendations to resolve interoperability  issues between the 
Radio Amateur Civil Emergency Service (RACES) of  jurisdictions throughout 
Maryland; that the committee be named "Maryland RACES  Interoperability Committee" 
(MRIC) and that a local Director act as liaison  between the Association and 
the Committee.

Charge:
 
- Coordinate VHF simplex frequencies so adjacent jurisdictions do not  
interfere during an emergency;
 
- Compile a list of frequencies used by each jurisdiction so that another  
jurisdiction knows what frequency to use to make contact during an  emergency;
 
- Obtain agreement on HF frequencies used for State-wide  communications;
 
- Standardize the format of messages sent between jurisdictions;
 
- Propose interoperability exercises;
 
- Recommendations of committee limited to technical interoperability issues  
involving RACES;
 
- Committee membership should consist of the RACES Officer of each Maryland  
Jurisdiction appointed by the Emergency Manager of that jurisdiction;
 
- Each committee member (RACES Officer) shall have one vote, resulting in  
one vote per jurisdiction. For the purposes of this committee, the Maryland  
Emergency Management Agency shall be considered one jurisdiction;
 
- That the committee's interoperability recommendations require at least a  
2/3 vote of the members present to pass out of committee;
 
- That the committee's interoperability recommendations passed by the  
committee shall be presented to the Association for final approval;
 
- That the approved committee recommendations are not binding and shall be  
implemented in each jurisdiction at the discretion of the Emergency  Manager;
 
- That each year the committee elect a chairman from their membership to  
serve for one year. The new Chairmanship shall take affect immediately following  
the meeting in which they were elected. The first chairman shall be appointed 
by  the Association;
 
- That the committee shall meet at least once per year, or more often as  
agreed by a majority of the members voting, at a place agreed to by the majority  
of the members voting. Committee members shall be given at least 30 days 
notice  of a meeting via email;
 
- That the committee shall maintain minutes of all meetings; and 
 
- That the committee shall maintain a web site or some oth er repository  for 
recommendations approved by the Association.
