[MRCG] RATT Clatternet

Hi Dan - It seems that ever-changing propagation realities between "The
Usual Suspects" will determine the best time/freq to run a revived RATT net.
I can give it a shot when it is convenient for participants; I've been in
Radio Silence for awhile these days otherwise...
