Dave,

You mentioned the PRC-70 may be damaged if the voltage falls too low. How does this mechanism work when it is powered by the original battery?

Does the battery have a management system that turns off the output before the voltage goes too low. If this occurs the switchmode supply will turn off. Will this damage the radio?

Besides RFI another issue you have to contend with switchmode supplies is transient load regulation. If a load varies quickly, such as a SSB signal, the regulation may not keep up with the quickly varying load. You can check this by placing an oscilloscope  on the output while transmitting.
