Ray,
Since the PRC-74 is a 15 watt radio maybe we could use it on the USB segments such as 5354, 5360 or 5363 of the new 15kHz band. I've attached a diagram provided by BonnieKQ6KA of HFPAck/HFLink fame. This would also be a good place to check out those QRP and G90 radios.
Propagation is not that great for low power during the day but 9 watts will get out as the sun sets.
That being said; I've not seen the official announcement of the band change in the code of Federal Regulations yet:
