[MRCA] ART-13 Mod?

Hey all. Take a look at this ART-13. Look at the left side...

Is this a good ham modification? Or is this some official mod? It looks very well done. SO-239s and Jones plugs. I could certainly understand a ham wanting to replace the military connectors with jones, but it just looks very well done. Thoughts?
