 I'm a bit perplexed by that chart and the use of a 5th overtone xtal.Are you sure they are using 5th overtone?The overtone implies that it is using a frequency multiplier circuit rather than the fundamental frequency. 
That means that the FUNDAMENTAL frequency  would be 74.5/5 =14.9 MHZ but the 5th harmonic is used for the oscillator output,
If I were you, I'd do a little more research to be sure about what you need.

I would not recommend harassing a military base with any type of radio traffic. They tend to get rather upset about that, and use their DF gear to find you, resulting in a substantial fine and maybe confiscation of your radio. ( maybe that explains the missing crystals).
