Crystal holders have so many different nomenclatures depending on the radio, crystal manufacturer etc. Are those the same crystals used on a CPRC-26 ? Google your crystal nomenclature and see what pops up. Get crystals that will allow the radio to function and also allow for legal operation.
I would not recommend harassing a military base with any type of radio traffic. They tend to get rather upset about that, and use their DF gear to find you, resulting in a substantial fine and maybe confiscation of your radio. ( maybe that explains the missing crystals).
