I have one.  Inside is a industrial block power supply and a few wires.  The fan 
is somewhat noisy.  The supply is unstable in current limit so not good as a 
battery charger.  The connector is not useful so I replaced with Andersons.  I 
didn't check to see how much EMI the thing produced but the supply had recent CE 
ratings so shouldn't be too gross.

They do sometimes show up really inexpensively; right now I see them at $150 but 
they have been sold for far less than that.  If you have some gear that needs a 
lot of 28 volts this is good but it won't start a big dynamotor (such as for an 
ART-13) as it folds back.
