[MRCA] Launch of Weekly MRCA / MMRCG / West Coast Mil Group 75M rolling net on 3996.0

As everyone is probably aware, tomorrow night was to be the launch of the
weekly MRCA / MMRCG / West Coast Mil Group 75M rolling net on 3996.0 USB.
Band conditions have been especially bad for the past couple of weeks so
it's likely the launch of the net will be effected.  We'll attempt to kick
it off at 02:00Z and see what happens, but I'm not expecting conditions to
be very good.
