[MRCA] PRC-47 Question

Hello All, 
I have been having fun working on my PRC-47. Changed the filter and added the fine tuning mod as well as finding that the PTT line was removed. Fixed that. Played with the AGC level and debating whether to add the AGC mod. Has anyone done this? Does it work? My question has to do with F4 which is the negative bias fuse for the driver tube. Says 1/500th amp on the print. F4 and the spare are not showing any continuity. I measured the voltage in transmit and it is -39VDC on both sides. How does one confirm the fuse as good?
