Doug,

The transmitter is not synthesized. The Master Oscillator is phase locked, but the circuit has to be tuned to achieve lock, hence the digital dials. You preset the frequency, then tune the master oscillator until it locks. There is a free-running option for the MO to operate the transmitter, in case the frequency lock circuit has a problem and doesn't lock. The MO is pretty stable without being locked, it has a little warm-up drift but not very significant. My experience with mine...
