I agree that 6M has a definite place in EmComms, especially between fixed point such as EOCs, shelters, hospitals, etc. I’ve been trying to develop a 6M FM simplex capability here in the DC area through my local club. My recommendation for fixed/base antennas for EmComm use is the V-2000 or GP-15. Both provide moderate gain on 6, 2 and 440.
As for 100W radios, I have a couple of Mitreks that are supposed to be able to cover 6M but am not up to date on what is currently available in the market. Would be a good discussion - for another reflector.

Ya I've noticed a lot of State Police and Sheriff's departments still maintain lowland, but last I knew who still makes a 110 watt low band radio? I think Vertex, Kenwood...I think Motorola only is in the 50 watt range.
Really is a good practice especially on simplex base stations between EOCs or something.
