Just my two cents but the FAA is very concerned with the few incidents with lithium batteries. It's too long of a story to talk about here but the FAA took a very conservative route on their battery rules. They have all the gate agents, pilots and even TSA looking for larger batteries.
My recommendation is if you can use another battery chemistry (nickel metal) you'd have no trouble carrying it on. But the lithium batteries are going to be a no go.
Maybe ship them to your destination, air freight has different rules than passenger carriers.

I have been reading this document about batteries and the FAA allowances:

I am thinking of taking a trip and taking a milpack with me that uses 2 of the 2590 batteries. Each of these has about 225 Wh of energy in them. It seems to me that my reading of the above document says I am limited to 160 Wh per battery (I found the second page more easily read than the first page).
Can anyone confirm what can be done about bringing 2590’s on a plane? Has anyone attempted to acquire some kind of permission to do it, if in fact, they are not allowed?
Any input appreciated.
