Depending on the type of panel, a road flare may not produce any usable DC
output. Try one before you settle on that "solution." There are also panels
meant for indirect ambient light (think of the cells used in calculators) which
would work fine on an overcast day, although they will never produce the power
that full light cells do.
What's the objection to battery energy storage? Obviously energy storage is
fine as a flare is chemical energy storage. Are you worried the battery won't
be good enough for days of operation? For a 5 watt station it wouldn't take a
very large battery to run it for even a week, 24/7.
