[MRCA] List Posting Procedures

Gang,

The recent excellent Mt. Diablo post from Tim has caused a number of 
problems.

The crux of the matter is that the message was posted to seven 
individuals and two email reflectors simultaneously.  The first problem 
is that when a reader on one reflector, who is not subscribed to the 
other, replies to the list.  This of, course, elicits a rejection from 
the second list.  In the case of MRCA, I get an email asking me to 
moderate the situation.  I also received a couple of other robotic 
complaints that I don't really understand.

I generally try to sort these things out on a case-by-case basis, and 
will sometimes approve a post from a non-member when it's a hot issue.
