Jeff,
I keep coming back to this simulation via easynec:
Blue is a half-wave dipole at modest height. Red is a 10-foot vertical
over average ground. Can you say "24 db down"? That make your 20 watts
look like less that 100 mW in a dipole.
I had a 25-foot vertical on the roof of the other Jersey City house with
an SGC auto tuner at it's abse. It did better than above, but left a
200 mile in diameter doughnut hole in local coverage.
