[MRCA] Mystery Tool?

Taking advantage of what I believe is now permitted, attached is a 
picture of a tool (wrench) that was inside the cover of the new ARC-1 
transceiver I recently got.  It was in a bag and marked:

WRENCH
1 EA
41302

It came with a screw that appears to pass down the bored out of the 
wrench and protrudes 3/8".  At the bottom of the wrench, there are two 
little dogs that would appear to engage something, along with the screw 
?  Does anyone have a clue if this goes with the ARC-1... or what?
