Mike,

Verrrry interesting!  The contract number "CONT AF33(600)39849" is 
carefully hand scribed to the left of the serial number:  253.

The parts donor URC-11 has AF33(604) 26183 included in the artwork.  
It's SN 2431.

I'm thinking the government didn't buy a lot of these.  Perhaps the move 
to 243 MHz did it.
