[MRCA] Lets try 10 meter FM

Unfortunately my IC-706 'Rice Box' has lost its FM capability due to an
internal switching problem. I've managed to work 33 countries from the
mobile so far. The band has been amazing. I'd like to get the GRC-106 on
the air but the M-37 the shelter is in is down due to a bad freeze plug.
Arrrrrrrgggggghhhhhh....
