Just pulled up Part 97.  97.307 (f)(1) lays out the prohibition on  
angle-modulated signals with a modulation index greater than 1.  In  
the accompanying frequency chart, however, para (f)(1) is NOT listed  
as applying to phone 29.0 - 29.7 MHz.  It IS listed as applying to all  
phone operation below 29.0 MHz however.
