I can confirm that the "front seat", "rear seat" and manufacture year
and month translations are correct.
The two key positions are marked "For No. 2" and "For No. 3", not
"open" and "closed."
The stamped seal on the upper right is a Chrysanthemum, the symbol of
the Emperor--used in the same way as the crown stamped in red on
Royal Navy or Canadian equipment.
I am not sure that the logo in the diamond (correctly described as to
be read right-to-left) is that of Oki. Oki Electric was named after
its founder Oki Kibataro in 1881, and has used his single kanji
surname as its company name ever since. The two-kanji company name
on the plate reads Daiko Denki (Daiko Electrical Appliance Factory,
Inc.):
