[MRCA] Gilbert VHF

I had problems with this in the past. I couldn't imagine that 151.4
wasn't close enough to 150, but I hadn't considered the levels. I'd
like to have a 51.0 base at Gilbert that can easily monitor for both new
and old-squelch sets without having to put up with the noise..
