If the operator understands the radio, he/she doesn't talk for the 
first half second.  I recall reading operator instructions to that 
effect years ago on various gear, but kinda vague now.

Also, knowing the delay, if the operator wants to do a quick break, 
he/she would anticipate the ending of a received transmission and hit 
the button early.

Of course, handing off the GRC-9 mike to a non-operator (squad leader?)
guarantees missed first syllables.
