The transition point is 29.000 mHz.   Below that the deviation can't exceed
+-3 kHz  (bw=6 kHz)   Above 29 mHz it can be wider, but is practically
limited to =- 5 kHz 'cuz no current FM receivers could handle anything wider.

The 29.600 FM calling freq would be a good spot.
