[Motorola] ASTRO Spectra and HT-1250 MDC emergency revert?

I give up.  How does one change MDC Emergency mode in the Astro Spectra
and in the HT-1250 so that it goes out on the channel selected by the
user, and not a forced revert zone and channel?
