Brad,
You got the prize! Since this radio was in service for several years, I
just assumed that it had already been properly aligned. Bad assumption, or
maybe the trunking program handles the power settings. Anyway, I ran the
Astro Global Tuner program and found that the low, medium, and high TX power
softpots were set at zero- which means minimum attenuation. That accounts
for why the power was 55 watts instead of the rated maximum of 40 watts.
So, I went through the TX power alignment procedure and set the three power
levels to 10, 20, and 40 watts. Now the radio works as it should.
I guess I'm never too old to learn new things about radios...

It sounds like both high and low power are set for the same value in the
service and alignment section.

I am trying to program an Astro Consolette, Model L99DX+358L, which contains
a Spectra L04QKH9PW7AN radio. This is an original radio that once was used
on a Government UHF trunked radio system in the 403-430 MHz band.
After cleaning out all of the trunking data, I programmed the radio to
operate on two conventional simplex channels at 425.0000 MHz for testing
purposes. I programmed one for low power and one for high power. Despite
repeated checks and re-checks of the programming, I cannot do anything to
alter the RF power output- both channels put out about 52 watts.
I have tried enabling and disabling the talkaround feature, to no avail.
The radio simply ignores the low and high power settings. I don't have any
experience with Astro Spectra radios. What am I missing, or doing wrong?
Any suggestions?
