[Motorola] Astro Spectra Power Setting

It sounds like both high and low power are set for the same value in the
service and alignment section.

I am trying to program an Astro Consolette, Model L99DX+358L, which contains
a Spectra L04QKH9PW7AN radio.  This is an original radio that once was used
on a Government UHF trunked radio system in the 403-430 MHz band.

After cleaning out all of the trunking data, I programmed the radio to
operate on two conventional simplex channels at 425.0000 MHz for testing
purposes.  I programmed one for low power and one for high power.  Despite
repeated checks and re-checks of the programming, I cannot do anything to
alter the RF power output- both channels put out about 52 watts.

I have tried enabling and disabling the talkaround feature, to no avail.
The radio simply ignores the low and high power settings.  I don't have any
experience with Astro Spectra radios.  What am I missing, or doing wrong?
Any suggestions?
