[Motorola] CDM-1250 VHF Low Power Mods???

I need to lower the power in several CDM-1250 VHF models #
AAM25KKD9AA2AN.
These are the 25-45 watt models and need to lower the power on some of
the channels to 5 watts at the "low power" setting.
I do not mind sacrificing the "high power" setting to get a 5-20 or 5-30
watt radio.
 
Are there modifications that will allow this without making the PA go
non-linear?
