you didn't mention what kind of manual you are looking for. If is a user manual you're looking for then expect disappointment. Most of the features are programmable so the user manual does little good, knowing the setup in your radio's codeplug is more helpful.
If it's a service manual you are looking for then you'll have to say what band your radio operates on as there are different service manuals for different band radios. Few are online because Motorola agressively protects their copywrites, they do however, offer some user manuals for free download on the Motorola.com website (go to government two-way radios, use the 'documents and files' link on the left, then patiently look through the lists for the Spectra user manual). Anyone can buy a manual (whether service or user) directly from Motorola so long as it's available and they're usually not that expensive, often $5 to $30.

Supporting Motorola gear can take a significant investment in accessories, programming gear, and test equipment depending on how deep you want to go. Depending on the variety of models you choose to work with you may soon find that there's almost no standard to their designs, i.e., some models work completely differently and offer different features than other models. Most importantly, keep a jumbo size bottle of Tylenol handy.
