These are probably ACSB instead of FM.  If so, they
are not compatible with FM.  Also, ACSB is not
compatible with "normal" SSB.  ACSB stands for
amplitude companded sideband.

The 220 MHz to 222 MHz band requires "narrowband
technology" of which ACSB is, by far, the most used
technology.

Now ACSB is legal for amateur use anywhere that phone
operation is allowed except for the 60 meter band.
