First off, let me just say to hold it down a bit on the cross-posting. You
don't have to message half the internet to get an answer.
The top switch you refer to is known as the concentric switch, and is used
to switch between 'in the clear' and 'privacy' modes...privacy meaning
encryption of one form or another. The side switches are also programmable
within the RSS, just look through the options if you have the proper
software to get an idea of what you can do with them. As far as a manual,
whether service or operating manual you can get them from Motorola. The
part numbers and much more information can be found here:

to help give you an idea of the operating functions here:

Saber and Saber S1 manuals for some guidance.
Be sure to visit the site's main page then find the link for the discussion
boards. You can do a search for many questions about the Saber and find a
lot of answers without even having to ask a new question. If you do not
have the software, you will be able to find many capable persons there to
program your radios for you as well.
