[Motorola] Syntor X 9000 RSS changes

Thanks to Shawn, Scott and several others for the info on the Syntor X 9000
programming for ham channels.  Once I have some programming experience with
these radios I will put all the summarized information on one of my web
pages for quick reference.  The BatLabs pages do not have much programming
information so my idea is basically to supplement them rather than compete
with them !
