The answer is convoluted!   Yes the sabers can be programmed over the air
provided they have the "OTAR"  (Over The Air Re/Keying) feature installed in
each radio.  It only allows the encryption key to be sent to all radios so
equipped.

Programming frequencies etc. for each mode  can not be done over the air.
So have the shop get prepared!

Another feature for the "OTAR" is having all portables go to a specific Talk
Group for what ever reason but again no reprogramming of modes (Moto's
term).

Not what you wanted to here but such is life.
