[Motorola] LAPD Radios pogrammable over the air?

I'd like to hear what you find out.  I think you can get OTAR (Over The Air
Re-keying)
as an option, for encryption, but I'm not sure about reprogramming.

With LAPD getting ready to get ready to reconfigure some dispatch freqs,
I was wondering if their Astro Saber IIIs can be reprogrammed over the
air, or will all 10,000 of them have to go through the radio shop... or
