The light bulbs are part of the voltage regulation
circuitry. You definitely need to replace the burned
out one.

The T-1012A was not considered to have a satisfactory
amount of regulation for use with the fully
solid-state equipment (i.e. Mocom 70, Motran and
Micor), at least when I owned the Motorola
reconditioned equipment center for the south-central
US from 1970 - 1979. The newer solid-state regulated
power supplies were recommended instead.

The light bulb regulated power supplies were
considered "OK" for the Motrac, but were really
recommended for the tube type equipment.

The only thing that I can find wrong is that one of
the light bulbs inside is burned out.
