It's not that simple.  For one thing, many radios use a single wire as a
bi-directional data link.  There's some handshaking that takes place
with most software, so simply sending data TO the radio will not
suffice.  The RIB also applies a bias voltage to the data line, and some
radios require the boot line to be controlled.  As for the booting to
DOS, the RSS wants to control the comm port directly, and most Windows
operating systems have a problem with that.

The so-called "RIB-less" cables actually have the necessary RIB
circuitry built into the DB25 connector.  That's why Motorola still uses
a DB25 connector on such a cable, rather than the DE-9 that can plug
directly into a PC's comm port- there isn't enough room inside the DE-9
shell.  Maybe, some day...
