What VCO do you have? You may be passing the lower limit of the VCO and
pushing it out of lock. The only real fix is to find a range-2 VCO. I dont
think these lend themselves to adding or subtracting pads or trace lengths
to get them to rubber down.
Unfortunatly you are up aganst the same boulder I was here not long ago and
I had to purchase a new VCO from motorola. Even though I work at a MSS I
still got stabbed at $500.00 for the parts.

Good luck with this one, Spectras are a wonderful radio if you have deep
pockets!
