[Motorola] Spectra/Astro out of band programming

Hello Listers,
              Have just reprogrammed my Spectra/Astro with a hexed down soft- 
ware.  It programs fine down to 440.000 MC now.  Rec is fine, but xmt will only 
work at 443.900 and above.  Any lower freq causes it to indicate "FAIL 001" 
and no xmt power out.  What does this mean and how is it corrected?  Can't seem 
to find an answer at Batlabs for this one.  Thanks in advance.
