ISP = ?  I'll guess you mean Illinois State Police.

Scanners aren't too bad today for audio quality.  My first scanner
was a Regency.  Audio was so bad that after a couple of hours of
monitoring I couldn't stand to listen to it and got rid of it.
A real mobile (i.e., Motorola) would probably be better.

I use external speakers on my mobile radios even if they have an
internal and on my scanner at home.  You might want to compare the
sound of the MOTRAC speaker to the MICOR style speaker before installing it.
I think the MICOR is better.

High power is common on low band.  A state police system is probably
trying to cover a wide area with a limited number of base station sites.
Are you listening to the mobiles or the base station?  Most likely
it is a simplex system with mobiles and base on the same frequency.
