[Motorola] Need help with a portable

I have a GE (monogram??) series UHF portable.  Radio works, and hasbeen 
reprogrammed, with no problems.  Only problem is, i would like to keep it 
in my truck, since i have all the frequencies in it programmed into my 
mobile as well.  The charger that i have for it required 16VDC, i did some 
testing with a variable power supply, and it flat out doesnt work with a 
supply voltage of less than about 15V.  why is this?  Short of buying DC to 
DC converters and using some voltage divider equations and all that other 
EE stuff (or using an inverter), is there a simple way to make the charger 
work on 12V?  The battery is a 10.6V battery, and is currently dead....  is 
the draw less when it has a charge, such that it would work on 12V DV input?
