As far as I know there is no Windows CPS for the HT1000.  I think the
latest version is 3, and it's dos based.  HT1000's will cover the hamband
without issue.  If the software cries about it, hold down the shift key
while you put the frequency in.  E.G. 146.55 would be !$^.%% - you'll
notice the numbers will change the software will complain, but let you
keep what you typed in.

For more information about out of band programming, check out Batlabs -
http://www.batlabs.com.  With VHF the ham band isn't really out of the
band programming, but on a 450-512 split HT1000, the 440 range is.
