I have the same experience with my 706.  Here's why...

You'll notice that the 706 lacks the "sensitivity" control found on most 
external SWR meters.  The meter is not designed to operate at low power. 
The manual says that when measuring SWR, "Confirm that the output power is 
over 30 W." (page 38).  So the meter is not giving you an accurate reading 
at low power.  Your SWR is really about 2.3:1.
