    I'd try Pep Boys or Zone auto parts. As for  floating in the breeze they 
do have a stiff strap for attachment that can be  made fast to the axle and 
keep the rubber in contact with the ground. Another  idea along the same line is 
a length of chain. What you say about the 'zap' is  true but that should give 
you an indication of what is or might be entering your  receiver front end if 
not suppressed.
    In the Navy we had like yarn pigtails in rubber  boots that attached to 
the trailing edge of the high performance aircraft to  bleed off static. Those 
probably wouldn't work to well on automobiles, well,  maybe some teenagers 
mobiles, hi!
