[Mobile-Portable] Amtrak mobile?

I know that QST has published several articles concerning hams operating
Amtrak mobile.  However, I believe they all dealt with UHF and VHF
operation.

The pertinent question I guess is who would be responsible for allowing you
to set-up an HF antenna in the manner that you describe?  The conductor?
The engineer?

Good luck and keep us all posted.  I've considered Amtrak travel and have
pondered a somewhat similar scenario.
