I think you're right. The is no point to having RF go thru the meter itself, plus that would place a "floor" on the low readings.
That said, i don't know the circuit, so i would like to see it.
I recall when i had a trailer home some decades ago. It had a thermocouple heated by the propane pilot light. When you started
the propane heat, you had to use a match in a certain place to light the thermocouple. I was always astonished that a relatively
small flame could pull in a relay. Maybe thermocouples are much more effective now. Also i just remembered when i lived in
SLC Utah, 'Salt Lake Instruments' ( worth its own "surplus stories" chapter ) had some thermo generators they had gotten from
the State surplus. These were a couple foot high and used to power radio communications in the boondocks. ( They sold for a
pretty good price, too, $275 and this was in 1996. )
