Tom,

Perhaps they were observing More's Law:  If one antenna is good two 
antennas have to be better.
After looking at the schematic for a while, I suspect both antennas 
would be connected, and you might not notice the difference, at least at 
close range.

Further, it looks like most of these guys had their radios strapped to 
WWII style UM-368 pack boards.  They are likely more comfortable than 
the harnesses provided with the PCR's.
