I have used 70% rubbing alcohol, and concentrated liquid dish soap, 
mixed, with a tooth brush to dissolve/clean such messes.  It also 
dissolves/removes the smell.  I use water, and a rag to blot up the 
muck.  You may need to do several applications.  You can use a UV light 
to look for urine marks/splatters.  I don't have a ton of experience in 
this, but it's what I did in the past, with adequate results.
